yaḥ jātaḥ eva prathamo manasvān devo devān kratunā paryabhūṣat । yasya śuṣkāt rodasī abhyasetām nṛmasya mahinā januṣaḥ su vajraḥ ॥

He who, being born, was the very first wise deity who surpassed the other gods in intelligence; by whose greatness the two worlds (heaven and earth) tremble out of fear and awe, and whose thunderbolt is mighty by birth.

Indra is extolled as the supreme, primordial consciousness whose sheer majesty and divine brilliance command the reverence of all cosmic forces.

yaḥ pṛthvīṃ vyathamānāmadṛṃhad yaḥ parvatān prakupitāṃramyaṇat । yo antarikṣaṃ vimame variṣko yo dyāmastabhnāt sa janasa indraḥ ॥

He who made firm the trembling earth, who quieted the agitated mountains, who measured out the vast middle region (space), and who propped up heaven—he, O men, is Indra.

This verse celebrates Indra as the cosmic architect who brings stability, order, and balance to the physical and energetic universe.
